New Tier 1 Alternative Provision Outreach offer for mainstream schools
Raedwald Trust are pleased to announce, alongside Suffolk County Council, an offer to deliver a newly commissioned Tier 1 AP Outreach pathway. This is available to all schools and all key stages.
Through the eyes of a referred child, the project has been designed to work alongside and with schools, to develop bespoke inclusion systems and frameworks.
The programme being offered to schools lasts for 6 weeks in the first instance and includes:
- A review of the referring school’s inclusion programme set up for the identified child against national inclusion standards and consciously adapted curricula. The outcome of this strand will provide an opportunity for schools to design next steps and access any on-going support.
- Access to an ongoing programme of CPD for colleagues that extends beyond the 6-week cycle with an opportunity for schools to receive bespoke CPD where necessary.
- Weekly Raedwald Trust contact with the referred pupil and their nominated school staff member, from which a Student Support Plan is generated. The outcome of this strand is that school based interventions and/or strategies for the referred child are understood and successfully applied.

The school/SENCO shares relevant information, including current provision, SEND plans/EHCP where applicable, attendance, behaviour, and attainment information. A named Raedwald Trust keyworker and nominated school staff member are identified and the initial visit is agreed. |
| Week 1 - Assess/Plan | Understand the child and review inclusion | The RT keyworker meets the referred pupil and nominated school staff member and captures pupil family voice. The pupil is observed by their mainstream school within their usual learning environment and appropriate baseline assessment (induction) is completed. Strengths, barriers, and areas for development are identified with the school. |
| Week 2 - Plan/Do | Co-construct the Student Support Plan | Induction findings and inclusion review are brought together with the school. A Student Support Plan (SSP) is co-constructed, identifying a small number of agreed outcomes and the school-based interventions, reasonable adjustments and/or strategies required for the pupil. The RT keyworker maintains weekly contact with the pupil and nominated school staff member so that approaches can be understood, tested, and refined in practice. |
| Weeks 3, 4, 5 - Do | Implement, model & build capacity | Weekly Raedwald Trust contact continues with the referred pupil and nominated school staff member. The keyworker supports the implementation of the SSP, delivers agreed intervention, models agreed approaches where appropriate and/or gathers evidence of the child’s engagement and response. Effective strategies are embedded within everyday school practice, with adjustments made where required. School colleagues have access to the wider Raedwald Trust CPD programme and bespoke CPD can be identified where this would strengthen the school’s inclusive practice. This CPD offer can continue beyond the six-week cycle. |
| Weeks 4, 5 - Review (if early review required only) | Review impact & agree next steps | If early concerns are identified, progress is reviewed with the school against the agreed SSP outcomes and baseline information. Pupil voice and feedback from the nominated staff member inform the review. The effectiveness of school-based interventions, strategies and adjustments is considered and the SSP is adjusted where necessary. 6-week extension to be requested, if required. |
| Week 6 - Review and exit | Evaluate, transition & sustain | A final review is held with the child and school, with family involvement where appropriate. Progress against the SSP outcomes is evaluated, and successful school-based interventions, strategies and reasonable adjustments are clearly documented. The inclusion review provides the school with agreed next steps for developing its bespoke inclusion systems and frameworks for the identified child, together with any ongoing support or bespoke CPD that may be helpful. The six-week cycle concludes with a clear plan for sustaining support in school; where appropriate, further Raedwald Trust support can be considered. |
- Referrals for pupils are invited from mainstream schools.
